A safety management system should have a clear chain of responsibility. A person or committee should be designated as responsible for developing and reviewing the safety program. Each employee should know their responsibilities within the program and should be carrying them out. Those in charge of enforcing the program should be consistently carrying out their responsibility.

Every employee should know what hazards are related to their position. They should be trained in the safety of their respective jobs and re-trained whenever a new safety concern is introduced into their job. The employer should keep records of the training completed by each employee. The records should include the name of the employee, the date and who gave the training.
