The RIIHAN301E Operate a Work Platform course provides nationally recognised training in the safe operation of elevating work platforms under 11 metres, including scissor lifts and vertical mast lifts. Participants learn how to conduct pre-operational inspections, complete log book requirements, identify hazards, implement risk controls and safely operate EWPs in accordance with WHS legislation and workplace procedures.

Workers requiring operation of boom-type EWPs with a boom length of 11 metres or greater can complete TLILIC0005 Licence to Operate a Boom-Type Elevating Work Platform. This course develops the practical and theoretical skills required to operate larger boom lifts and supports application for a High Risk Work Licence.

Sydney’s construction and infrastructure sector, telecommunications industry, utilities providers and high-rise maintenance contractors commonly require workers to demonstrate EWP competency before commencing work.

NSW Requirement

Under the Work Health and Safety Act 2011 (NSW) and associated WHS Regulations, employers must ensure workers are trained and competent when operating plant and equipment such as elevating work platforms.

RIIHAN301E applies to the operation of elevating work platforms under 11 metres, including scissor lifts and vertical mast lifts. While many employers and sites recognise the EWPA Yellow Card as evidence of competency, it is an industry credential rather than a government-issued licence.

Boom-type EWPs with a boom length of 11 metres or greater require operators to complete TLILIC0005 and apply for a High Risk Work Licence. Existing ticket holders may also be required by employers or site operators to complete a VOC (Verification of Competency) refresher, depending on site and employer requirements.

Workers operating telehandlers may also encounter the TSHA Telescopic Gold Card scheme, which applies to telehandler operation rather than EWP operation.

Statements of Attainment do not expire. However, many employers recommend retraining every five years.

TLILIC0005 applies to boom-type EWPs with a boom length of 11 metres or greater and is required before applying for a High Risk Work Licence. The correct course depends on the type of EWP you will be operating.

After successfully completing TLILIC0005 and the required assessment, workers can apply for their High Risk Work Licence through SafeWork NSW. Processing timeframes can vary, so workers should allow sufficient time between completing training and requiring the licence for work purposes.
